

The National Bureau of Investigation (NBI) has appealed for the voluntary assistance of the public in its ongoing investigation into the death of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral.
Following the sudden passing of a key figure in the controversial DPWH anomaly, the NBI has sought the cooperation of the public, particularly motorists who traveled along Kennon Road in Tuba, Benguet, last Thursday, December 18, between 9 a.m. and 7 p.m.
The former undersecretary was reportedly seen along the Bued River that day, unconscious after an alleged fall.
“All Motorists who passed through Kennon Road, Tuba, Benguet on 18 December 2025 particularly within the time window of 9:00am to 7:00pm of said day who may have dashcam footage along the area of Sitio Maramal Camp 5, Barangay 4 Tuba Benguet, are kindly asked to share their recordings with the NBI,” the agency said, asking for the dashcam footage to advance the investigation.
The NBI assured the public that any information or evidence shared in connection with the case will be kept strictly confidential and will be used only for legal and official investigative purposes.
Authorities emphasized that this measure is intended to protect those coming forward while aiding the ongoing investigation.
