The National Bureau of Investigation (NBI) has established a specialized unit to address emerging national security threats, including chemical, biological, radiological, nuclear and explosive risks as well as foreign influence operations, officials said.

The creation of the ‘Chemical, Biological, Radiological, Nuclear, and Explosives and Foreign Malign Influence Unit’ was ordered through Administrative Order No. 09, series of 2026, and placed under the Office of the NBI Director.

The unit will handle investigations involving hazardous materials and explosives, as well as activities linked to foreign malign influence, such as disinformation campaigns, cyber manipulation, and covert interference operations.

It will work in coordination with the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Department of Health (DOH), the Department of Information and Communications Technology (DICT), and international partners, including INTERPOL.

NBI Director Atty. Melvin Matibag said the initiative aims to strengthen the agency’s capacity to address evolving threats.

“This initiative strengthens our capability to detect, investigate, and respond to threats that go beyond conventional crime. The NBI remains steadfast in protecting the Filipino people and upholding the integrity of our institutions,” Matibag said.
