The National Bureau of Investigation (NBI) has uncovered alleged irregularities in four of 47 flood control projects in the Davao Region endorsed by the Department of Public Works and Highways (DPWH) for investigation, including the submission of identical photographs bearing different dates.
NBI Director Melvin Matibag said the images appeared to have been altered slightly and reused in documents submitted to collect payments for the projects.
“So, nakita natin dito, there are pictures saying na, parehas na pictures, medyo minamanipulate lang, medyo gray yung isa, isa dark talaga,” Matibag said.
He cited one instance in which photographs were reportedly submitted for payment in September 2023 and again the following month. Another set of documents reportedly bore the date February 29, 2023, despite that year not being a leap year.
“So, itong 4 cases na to, we will endorse this properly to the Office of the Ombudsman,” Matibag said.
The four cases will be formally referred to the Ombudsman for appropriate action, as the NBI continues examining the projects for possible irregularities.
