National Police Commission (NAPOLCOM) Commissioner Rafael Vicente Calinisan strongly condemned alleged misconduct involving a police officer following the collision between an EDSA Carousel bus and a Philippine National Police (PNP) coaster on Saturday, April 17, stressing that wearing a uniform does not justify abusive behavior.

Calinisan ordered a motu proprio investigation into the incident involving Chief Master Sgt. Jenifer Bredico, the driver of the PNP vehicle, stated that appropriate charges may still be filed depending on the findings.

“We issued a motu proprio investigation of this matter. And we will still proceed with the case,” Calinisan said. “And if necessary, charges will still be filed, and it will continue.”

The NAPOLCOM official expressed strong disappointment over the incident, particularly the alleged attempt to hold the bus driver liable for damages despite initial findings pointing to the PNP coaster’s responsibility.

“It pains me. Totoo lang. It pains me a lot,” Calinisan said. “Hindi pwedeng hindi mangyari itong araw na ito. We will call it out as we have done.”

He also criticized the alleged behavior of the police officer, who reportedly attempted to demand payment from the bus driver despite CCTV footage showing the PNP vehicle swerving across multiple lanes prior to the collision.

“At lalong hindi padahilan yung libreng sakay para singilin mo yung bus driver… dahil ikaw naman ang may dahilan kung bakit nagkaroon ng banggaan,” he added.

Calinisan emphasized that intimidation and abuse of authority will not be tolerated within the police force, stressing that accountability must apply to all personnel regardless of rank or uniform.

The investigation is ongoing, with NAPOLCOM saying it will determine whether administrative or criminal charges will be filed against those involved.
