National Police Commission (NAPOLCOM) Commissioner Ralph Calinisan urged Manila Mayor Francisco “Isko” Moreno Domagoso to revoke the business permits of rogue criminology review centers, claiming these “pollute the minds of our young.”
“Kung nakikinig si Mayor Isko: Mayor Isko, mukhang may nagsisimulang pabrika ng tolongges (stupid, foolish individuals) po sa Manila. ‘Yun pong isang review center diyan, payag na payag na maging tolongges ang mga pulis na mabubuo nila. Baka puwede hong pasilip po, Mayor,” Calinisan said.
He lamented how these specialized educational institutions condone malpractice, noting that these have become “factories” of wrongdoing.
“I’m very saddened by review center(s) (na) kinukunsinte pa ang ganitong klaseng kamalian. Ang dapat nga nating sinasabi lahat, dapat sumunod tayo sa batas,” he declared.
“Papaano ‘yan? ‘Yung mismong nagrereview ng criminologists ay siyang pabrika ng kamalian,” he pointed out. “Sabi nga ni Mayor Isko, mga ‘tolongges.’”
The commissioner explained that these institutions do not fall under the jurisdictions of the Commission on Higher Education (CHED) or the Professional Regulation Commission (PRC), and so operate unregulated, so long as they are able to secure a business permit.
“Review centers are not covered by CHED… (nor) by the PRC. They are just corporations who can teach whatever they want, and all they need to do is to apply for a business permit in the city that they are in,” he said.
Calinisan aims to purge the Philippine National Police (PNP) of abusive practices and prevent morally bankrupt candidates from joining their ranks.
“We’re not picking on the Criminology Schools. We’re not picking on the criminologists. It’s not true. We’re picking on people who are abusive. We’re picking on people who have no values who should not wear the uniform,” he said.
Calinisan wishes to curtail the narrative of personnel of unethical conduct having been employed under his leadership.
“No way. Over my dead body,” he emphasized. “Magalit man ho kayong lahat, maglilinis ho tayo. Bawal pumasok ang abusado sa Philippine National Police. Not when I’m here.”
