The National Police Commission (NAPOLCOM) has approved the updated regular and collateral allowances for the Philippine National Police (PNP).

Memorandum Circular No. 2025-004, dated August 18, 2025, was issued by the NAPOLCOM En Banc, outlining a comprehensive allowance structure for uniformed PNP personnel. The circular covers benefits such as subsistence, quarters, clothing, hazard pay, combat duty and incentive pay, sea and flying duty allowances, hardship allowances, and other operational entitlements.

According to NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Vicente R. Calinisan, the measure demonstrates the Commission’s commitment to supporting and uplifting the welfare of police officers who carry out essential and often high-risk duties in the service of the Filipino people.

Calinisan also said that police officers are on the frontline of maintaining peace and order, and by updating their allowances to match current economic conditions and operational needs, shows that the government is acknowledging their morale and commitment to serve.

“This is a concrete step towards professionalizing the PNP and showing our personnel that their government stands with them,” he added, showing that the government supports them.

NAPOLCOM further explains that the new policy justifies the police compensation by providing standard allowances such as housing, food, clothing, and hazard pay, along with extra incentives for officers in high-risk or specialized roles.

The memorandum provides additional pay for police officers based on the risks and nature of their assignments, which includes P3,000 monthly for those in active operations and P300 daily for those involved in actual combat operations.

High-risk roles would get 50% of their base salary as hazard pay, and those exposed to radiation get an extra 15%.

Meanwhile, sea and air mission personnel would receive 25% and 50% of base pay, respectively. Officers in remote or difficult areas receive hardship allowances from 10% to 25%.

Additionally, the implementation of the revised allowance depends on available funding certified by the Department of Budget and Management (DBM).
