The National Police Commission (NAPOLCOM) has launched an investigation into a woman’s complaint against her former live-in partner, Patrolman John Lery Suallo, over alleged physical, psychological, and economic abuse, as well as other forms of misconduct.
The complaint was formally submitted during a press briefing at the NAPOLCOM Central Office in Quezon City on Friday, November 6, 2026.
NAPOLCOM Commissioner Ralph Calinisan assured the complainant that the allegations would be thoroughly investigated.
“Talagang susuriin natin ito at iimbestigahan nang maayos. Napakahaba ng litanya ng pang-aabuso. Hindi lamang ito nakaaapekto sa kanyang pamilya kundi pati sa serbisyo niya sa ordinaryong tao. We will make sure that policemen like this will be brought to justice,” Calinisan said.
The complainant alleged that she experienced physical assault, threats involving a firearm, verbal harassment, intimidation, and financial control during their relationship, which began in 2016 and ended in 2020.
She also raised allegations of irregular dealings involving persons deprived of liberty during Suallo's previous assignment as a jailer in Antipolo, including the alleged unauthorized release of a detainee and negligence linked to another detainee's escape.
Meanwhile, Calinisan directed NAPOLCOM's Inspection, Monitoring and Investigation Service (IMIS) to investigate allegations that Suallo photographed examination questions during his Field Training Program and sent them to the complainant to obtain answers.
The commissioner also questioned the integrity of police examinations, saying the Commission would look into the alleged irregularities in the PNP Training Service.
Suallo had previously faced administrative proceedings before the PNP Internal Affairs Service (IAS), which initially dismissed him. However, the penalty was later reduced to a 60-day suspension upon reconsideration.
Calinisan reiterated NAPOLCOM's zero-tolerance policy toward police officers accused of abusing others and encouraged victims to report misconduct to the Commission.
