Naga City launches 'No-Gift Policy' across LGU offices; Padilla cites VP Sara’s similar initiative

Mayor Leni Robredo has issued Executive Order No. 58, institutionalizing a comprehensive “No Gift Policy” across all offices of the Naga City government to strengthen ethical governance and public accountability.

Under the directive, all departments and offices of the local government are required to display visible “No Gift Policy” posters in entrances and public areas, while the same prohibition must also be incorporated into contracts, bid documents, and official correspondence.

Mayor Robredo said the initiative underscores the city’s firm commitment to uphold integrity, transparency, and public trust, reminding city employees that public service must be rendered “with utmost responsibility, integrity, loyalty, and efficiency.”

“The institutionalization of a comprehensive ‘No Gift Policy’ is a safeguard against conflicts of interest, corruption, and even the appearance of partiality or undue influence. Public office is a public trust, and we must always uphold that trust,” Robredo said.

Sen. Padilla cites the same practice with VP Sara Duterte

Meanwhile, Senator Robin Padilla voiced his support for the policy through a Facebook post, drawing parallels with Vice President Sara Duterte’s consistent implementation of the same principle in her official and international engagements.

“Ganito rin si VP Inday Sara Duterte,” Padilla wrote. “Paulit-ulit na sinasabi ng staff niya sa lahat ng aming pinupuntahan sa abroad — no gift policy.”

He explained that, like the Vice President, he also refrains from accepting tokens, gifts, or paid meals during official trips.

Padilla ended his post with humor, saying that despite his strict observance of the rule, he remains grateful to Filipinos abroad who still manage to offer gifts, stating, “kasing bilis niyo si FPJ bumunot.”
