

The Movie and Television Review and Classification Board (MTRCB) clarified that the documentary film “Lost Sabungeros” has not been rejected or denied review, saying the evaluation process remains pending due to incomplete documentary requirements from its producers.
In an official statement, the Board said the production team was asked to submit necessary documents, including a certification confirming that the subject matter of the film is not part of any pending court case.
“The MTRCB clarifies that the film ‘Lost Sabungeros’ was not rejected nor denied review,” the agency said. “Instead, the producers were asked to submit the documentary requirements needed for the Board to properly evaluate the film.”
According to the MTRCB, the certification is required to ensure compliance with the sub judice rule, which prohibits public discussion or presentation of matters that are currently under judicial consideration.
“One of these requirements was a certification confirming that the subject matter of the material is not the subject of any pending case before the courts,” the Board explained, noting that the rule aims to prevent materials that could potentially influence ongoing legal proceedings.
The Board said the requirement is consistent with its mandate under Presidential Decree No. 1986, which authorizes the agency to review motion pictures and other audiovisual materials prior to public exhibition. Under the decree, the MTRCB may disapprove content that could constitute contempt of court or involve matters that are sub judice.
The agency also emphasized that the review process cannot proceed until the required document is submitted.
“Until the necessary document is provided, the Board cannot continue with the review process,” the MTRCB said, adding that “it is therefore incorrect to state that the MTRCB twice denied review of the film.”
The Board also noted that in a letter dated February 12, 2026, director Kristoffer J. Brazil acknowledged the Board’s requirement for the certification.
The documentary reportedly explores the high-profile case of the missing cockfighting enthusiasts, widely known as the “Lost Sabungeros,” which remains the subject of ongoing investigations in the Philippines.
