The Manila Police District (MPD) arrested on Tuesday, March 24, a suspect believed to have shot and killed George Capistrano, a retired police officer who served as Manila Mayor Francisco “Isko” Moreno Domagoso’s security aide.

In Talk to the People, a live broadcast, Domagoso presented to the public the alleged gunman, identified as Albert Magdaraog, 27, and his live-in partner, Ma. Cristina Anduyan, 23.

The couple was seized in a lodging inn in Santa Rosa at 4:00 a.m. today.

According to PLTCOL Rommel Anicete, the police used the warrant of arrest issued by the Baguio City Regional Trial Court (RTC) Branch 3 to capture the suspect, who moved from one province to the next in nine days, to evade the law. Authorities discovered Magdaraog had also been charged with theft on numerous occasions.

Anduyan was also apprehended over her role in hiding Magdaraog despite his arrest warrants, which constitutes Obstruction of Justice.

The Manila mayor thanked the MPD for their successful follow-up operation, giving justice to Capistrano’s death; as well as those who had tipped off law enforcement, aiding in Magdaraog’s arrest.

“Talagang napapabilib ako sa Manila Police District, dahil kahit anong sikip sa dibdib, galit at inis, patuloy nilang kinikilala ang hustisya o pamamaraang makatuwiran. I am proud of the men and women of MPD for practicing restraint and following the rule of law,” Domagoso said.

Capistrano was shot by men on a motorcycle and was rushed to the Tondo Medical Center but was soon pronounced dead.

The victim had retired from the Philippine National Police (PNP) in December 2025. His colleagues among Domagoso’s security detail described him as a disciplined and dedicated enforcer of the law, according to a report.
