The Metropolitan Manila Development Authority (MMDA) will investigate whether the portion of the Forbes Park wall that collapsed Saturday night was part of a government or private project.
MMDA General Manager Nicolas Torre III told DZRH News that authorities have yet to determine who built the wall and when it was constructed.
“Yun ang magiging subject ng ating investigation kasi kagabi, walang makapagsabi kung sino ang gumawa at kung kailan ginawa,” Torre said.
A portion of the wall collapsed along EDSA-Ayala Saturday night, initially affecting two lanes.
Torre said the continuous rains brought by the southwest monsoon, or Habagat, may have contributed to the collapse.
Upon inspection, however, the MMDA noted possible extensions or enhancements to the wall that may not have been part of its original design.
“Ang tingin natin doon, may mga enhancement, may mga extension na ginawa na wala na sa design kaya noong tuloy-tuloy ang ulan at nag-absorb ng tubig, hindi niya kinaya,” Torre said.
Torre explained that the structure consisted of two walls. The external wall was taller, while the wall inside the compound was shorter but sturdier.
He said the inner wall remained standing, while the external portion collapsed.
According to Torre, the external wall was made of tubular steel measuring approximately 2 by 2 inches, with drywall installed on top. He added that the external wall appeared to have been constructed a long time ago.
Meanwhile, clearing operations are ongoing, with heavy equipment being used to remove debris from the area.
The collapse initially left only one lane open along EDSA-Ayala, but two lanes have since been reopened.
No injuries were reported in the incident.
