The Metropolitan Manila Development Authority (MMDA) and the Land Transportation Franchising and Regulatory Board (LTFRB) have agreed to formulate guidelines for implementing carpooling schemes, as rising global energy concerns continue to drive up fuel prices and transportation costs.

The move comes as ongoing international developments affecting energy supply have led to higher petroleum prices, increasing commuting expenses and limiting mobility options for workers across Metro Manila.

In a letter, MMDA Chairman Atty. Don Artes proposed the adoption of a carpooling or company-based shuttle service scheme as an immediate intervention to ease the burden on commuters. The initiative aims to reduce fuel consumption and maximize the use of existing transportation resources.

Artes also urged the LTFRB to allow the temporary use of privately owned vehicles, even without existing franchises, to operate as shuttle services. These would be subject to the issuance of special permits by the LTFRB.

To fast-track implementation, the MMDA recommended simplifying the process of securing special permits through streamlined procedures and minimal requirements. The proposed shuttle services would be limited to transporting employees, operate on a non-profit basis, and comply fully with LTFRB rules and regulations.

The initiative seeks to provide practical and immediate relief to commuters affected by rising fuel prices, encourage ride-sharing, reduce the number of private vehicles on the road, support companies in maintaining workforce mobility, and help ease traffic congestion while improving fuel efficiency in Metro Manila.

A joint meeting involving the MMDA, LTFRB, Department of Transportation (DOTr), Land Transportation Office (LTO), and the Highway Patrol Group is scheduled on Monday, March 30, at 10 a.m. to discuss and finalize the proposed carpooling guidelines.
