

Former Philippine National Police (PNP) Chief Nicolas Torre III will now serve as the spokesperson of the Metropolitan Manila Development Authority (MMDA), in addition to his duties as General Manager, MMDA Chairman Romando Artes announced Monday.
During a press conference at the MMDA headquarters in Pasig City, Torre faced the media following his appointment as General Manager by President Ferdinand "Bongbong" Marcos Jr. on December 19, 2025, as reported by RH Edniel Parrosa.
He said he would focus on traffic regulation enforcement, which he acknowledged is closely linked to infrastructure improvements.
Among his priorities, Torre mentioned overseeing traffic flow along EDSA-Orense and ensuring smooth preparations for the upcoming Traslación of the Jesus Nazarene on January 9.
Drawing from his law enforcement experience, Torre pledged to strengthen the agency’s daily operations under Artes’ supervision.
He highlighted his goal of implementing faster emergency response measures, similar to the five-minute response protocol he upheld during his tenure at the PNP.
“Dapat ang mga aksidente na ‘yan ay mabilis na mapuntahan, maimbestigahan at maalis. Five minutes sa responde, 10-15 minutes sa clearing para wala ng sakim kaagad balik sa normal flow,” he said.
Torre also inspected preparations at Quirino Grandstand for the Feast of the Jesus Nazarene, emphasizing the agency’s commitment to public safety during the annual religious event.
