

The Metropolitan Manila Development Authority (MMDA) filed a complaint with the Land Transportation Office (LTO) on Friday against a female motorist who was caught cutting through traffic, arguing with, and berating a traffic enforcer in front of La Salle Green Hills on Ortigas Avenue, Mandaluyong City.
The incident occurred on August 8, when the female motorist, driving a white Toyota Hiace van, attempted to cut in line, argued with, and verbally berated an MMDA traffic enforcer, causing a traffic jam in the area. The motorist even name-dropped an MMDA official, but the enforcer stood firm and did not back down.
In a letter sent by MMDA Chairman Atty. Don Artes to LTO Chief Assistant Secretary Atty. Vigor Mendoza, Artes, requested the imposition of appropriate disciplinary action against the motorist for her behavior on the road.
According to the MMDA, the motorist was cited for “Obstruction” under Section 54 of Republic Act 4136, which states: “No person shall drive his motor vehicle in such a manner as to obstruct or impede the passage of any vehicle.”
The motorist has since been apprehended under the No Contact Apprehension Policy (NCAP) for obstruction.
Meanwhile, the MMDA urges parents and drivers of service and private vehicles transporting students to remain calm when approached by traffic enforcers who are simply performing their duties, such as managing traffic and enforcing traffic regulations.
