MMDA continue to test new traffic measures as EDSA volume exceeds capacity by up to 50%

The Metropolitan Manila Development Authority (MMDA) is continuously experimenting with various traffic management strategies to ease worsening congestion across Metro Manila, particularly along EDSA, according to MMDA General Manager Nicolas Torre III.

Speaking on a public affairs program, Torre revealed that vehicle volume along EDSA is currently exceeding road capacity by 45 to 50 percent. Records show that an average of 450,000 vehicles pass through the major thoroughfare daily—far beyond its designed capacity of only 250,000 to 300,000 vehicles.

This significant overload, he said, is the reason behind the MMDA’s frequent inspections along EDSA, issuance of traffic advisories, and implementation of minor adjustments in traffic management and traffic engineering systems to improve daily traffic flow.

Torre emphasized that the agency is trying out different approaches, from rerouting schemes to signal timing adjustments and stricter enforcement, to determine which methods can deliver the most effective relief for motorists.

The MMDA’s efforts come as Malacañang earlier assured the public that the government is prioritizing solutions to traffic congestion, following the 2025 TomTom Traffic Index report that tagged the Philippines as having the most congested traffic in Asia.

Authorities are also looking at long-term solutions, including improved public transportation systems and better road discipline, as Metro Manila continues to grapple with increasing vehicle ownership and limited road infrastructure.
