

The Independent Commission for Infrastructure (ICI) is set to file a referral with the Office of the Ombudsman against individuals allegedly involved in the multi-billion-peso flood control scandal, according to ICI Executive Director Atty. Brian Hosaka.
Speaking to reporters in Taguig City, Hosaka confirmed that the commission is finalizing the referral and will release the list of names later today. He described the move as a “milestone” showing that the investigation is making progress, despite the commission having only started its probe two weeks ago.
“Kailangan po talaga maging masinop ang komisyon para sa ganun. Ang mga kaso na maipa-file ng komisyon ay supportado ng tamang ebidensya at this will hold judicial scrutiny,” Hosaka said.
Hosaka said that hearings will not be open to the public, stressing that the commission intends to uphold its independence and will not be used for any political agenda.
He explained that while testimonies are being gathered, the commission must carefully verify all information before filing cases to ensure they are backed by strong evidence.
“Kailangan ko po ma-collaborate. Kasi mahirap po na paniwalaan natin kaagad ang mga statement ng mga isang testigo lamang. Lalo na hindi po natin alam kung ano kanilang background,” Hosaka emphasized.
The anomalous flood control scam, which has implicated several contractors and government officials, has become a big issue in recent weeks, prompting the creation of the ICI to spearhead the investigation.
