

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin Mendoza said a reshuffling of officials may be implemented in the coming weeks as the agency conducts a comprehensive performance review.
In an exclusive interview on DZRH’s Dos Por Dos, Mendoza confirmed that the BIR is currently evaluating the performance of its key officials, including regional directors, assistant regional directors, and revenue district officers.
"Magkakaroon po tayo ng rigodon. Ina-assess ko pa ang performance ng ating mga kasama sa Bureau of Internal Revenue, especially our Revenue District Officers, Regional Directors, Assistant Regional Directors, even yung mga Assistant Revenue District Officers," Mendoza said.
"Nasa proseso pa po ako ng pag-assess ng performance nila," he added.
RH Kyle Bullas reported, according to the commissioner, the bureau sees the need to overhaul certain systems and improve the work practices of some personnel. Among the areas being reviewed are the processes for issuing Letters of Authority (LOA) and Mission Orders (MO), as well as the conduct of field audits.
Mendoza acknowledged that one of the recurring complaints they receive involves taxpayers receiving multiple LOAs.
“Ang challenge din po sa taxpayer nun, if he is receiving multiple Lows, although covering different types of taxes, na legally po pwede po naman. I'm sure interconnected po yun. So yung mga sinubmit niyang dokumento, especially kung voluminous in response to this particular LOA, isa-submit na naman niya dito sa panibagong LOA,” Mendoza explained.
"Tinitingnan ko kung maybe I'm thinking the possibility of tingnan natin yung mga regular units ng BIR na baka maaaring sila na lang ang mag-issue ng LOA at mag-conduct ng audits,” he added.
He added that the agency is considering streamlining the system and possibly delegating the issuance of LOAs and the conduct of audits to regular BIR units to reduce duplication and inefficiency.
Mendoza said the ongoing review may take up to three months. As a result, the temporary suspension on the issuance of LOAs and MOs may be lifted by the end of January or the first week of February.
To further improve its services, the BIR has opened an email address where taxpayers can submit complaints or suggestions. Mendoza reported that the bureau has already received more than 100 emails since last week, which will serve as inputs for a technical working group tasked with strengthening internal systems.
