Former Senate Secretary Mark Llandro “Dong” Mendoza strongly denied any involvement in alleged efforts to amend the 1987 Constitution, following his inclusion in a video presentation shown during a Senate session on Monday, May 25.

The video, presented during the privilege speech of Senator Imee Marcos, allegedly linked Mendoza to discussions on charter change (cha-cha) involving several political figures. It claimed that certain meetings included conversations on possible constitutional amendments while President Ferdinand “Bongbong” Marcos Jr. was in office.

In response, Mendoza dismissed the allegations, describing the video as “baseless propaganda” and firmly rejecting any suggestion of participation in such activities.

“I have been made aware that my name was mentioned in the now-withdrawn and baseless propaganda video released by Senator Imee Marcos,” Mendoza said in a formal statement.

He emphasized that his decades of public service in both chambers of Congress were marked by integrity and professionalism, having served as Secretary-General of the House of Representatives and later as Senate Secretary.

“Meeting with colleagues, friends, and fellow public servants outside official settings should not be maliciously construed as wrongdoing,” he said, adding that open dialogue is part of democratic governance.

Mendoza also issued a categorical denial of any involvement in charter change initiatives.

“For the record, I vehemently deny any involvement in any effort related to charter change, nor have I ever supported such a move,” he stated.

He stressed his continued commitment to public service, saying he remains dedicated to honesty, dignity, and public trust throughout his career in government.

As of press time, there has been no further comment from Senator Marcos regarding Mendoza’s statement or the withdrawal status of the video presented in the Senate.
