

The Manila Police District (MPD) has reiterated that a planned protest at Luneta, dubbed “Baha sa Luneta 2.0” or the “Trillion Peso March,” cannot proceed with stage setups as the organizers have yet to secure the necessary permits.
In an interview on DZRH’s Sunday Updates, PMAJ. Philipp Ines, MPD spokesperson, said authorities have been monitoring applications for permits but found none had been submitted.
Despite this, Ines emphasized that the police continue to respect citizens’ rights to express their views.
“Kung wala silang nakuha na permit doon papaalalahanan natin sila. Meron tayong mga freedom park sa lungsod ng Maynila pwede po silang pumunta roon,” the official said.
The MPD listed four freedom parks where protesters can hold their activities without a permit: Liwasang Bonifacio, Plaza Miranda, Plaza Dilao, and Plaza Moriones.
Comparing today's protest with the September 21 rally at Mendiola, Ines said the MPD has implemented additional security measures, including the placement of container vans to prevent clashes between different protest groups.
“Karapatan po nila yon pero gusto natin ipaalala na ang Mendiola ay hindi kasama sa freedom park,” he noted.
When asked what actions the MPD would take if participants insist on staging their protest at Mendiola, Ines stressed the balance between tolerance and enforcement.
“Pinakamataas na antas ng pagtitimpi ang inaabot natin dyan pero sabi nga yung maximum tolerance ay merong limitation,” he said.
“Sabi nga ng aming Chief PNP, regional director at district director na maximum tolerance pero zero tolerance sa mga manggugulo, maninira at mananakit,” he added.
Authorities also reminded the public that a gun ban took effect the night before and will remain in place until December 1.
“Pinapaalalalahanan natin ang mga mga kababayan na patuloy na sumunod sa tagubilin ng ating awtoridad,” the MPD spokesperson said.
