In the video, Sotto gave a virtual tour of the new E. Santos Health Center, where he appeared as a cut-out figure while explaining the facility’s features, allowing viewers to clearly see the building’s interior and various service areas.
The unconventional presentation amused many online users, who joked about the mayor’s editing style while commending the city’s project.

According to Sotto, the three-story health center was constructed with a budget of about ₱13.5 million and complies with the Department of Health (DOH) standards, with improved layout and infrastructure compared to older, cramped health facilities.
The city government also ensured that the planning process involved consultations with health center “end users” to better match the facility with the services needed by residents.
