Manila City Mayor Francisco “Isko” Moreno has ordered an investigation into two Intramuros security guards after a viral video showed them allegedly assaulting a 17-year-old student on the evening of February 8.

Moreno stressed that Intramuros guards are not authorized to patrol public streets or impose discipline on civilians, saying such responsibilities fall solely under the police. He assured the public that those found to have violated the law will be held accountable.

According to the Manila Police District, the incident occurred at around 9:05 p.m. at Riverside Plaza Mexico Esplanade in Intramuros. The victim was walking while pushing his bicycle when he was confronted by the suspects, identified as Gilbert Mendez Pedemonte, 38, and Nilo Anub Amba, 28, both security guards from JSL Security Agency.

Police said the guards allegedly prohibited the minor from riding his bicycle in the area. When the victim did not comply, a confrontation ensued, and the guards reportedly chased and physically assaulted him, causing injuries.

The Tourist Police Unit, led by PCpl Gerardo Salustiano and Pat. Teodolo Gapate immediately responded to the scene. The suspects were identified, arrested, and turned over for investigation by the Women and Children Concern Section.

The victim, accompanied by his cousin, was brought to Metropolitan Medical Center in Sta. Cruz for medical treatment. Authorities are preparing charges for physical injuries under Republic Act 7610, or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act, for inquest proceedings before the Manila City Prosecutor’s Office.
