

Manila Mayor Francisco “Isko” Moreno Domagoso, on January 1,9 explained the recent increase in garbage fees, saying the adjustment was necessary to address the city’s growing waste management expenses after more than a decade without any rate increase.
Speaking during the live broadcast of "Talk to the People," Moreno said the last garbage fee hike was implemented in 2013, forcing the city government to recalibrate rates in 2026 to reflect actual hauling and disposal costs.
The mayor cited several factors behind the increase, including the nearly doubled volume of garbage in Manila, higher fuel prices, increased salaries of garbage collectors, and longer hauling distances to the San Mateo, Rizal landfill. He also pointed to unpaid commercial obligations left by the previous administration that added to the city’s financial burden.
Under the new rates, garbage fees, particularly for business establishments, have increased significantly, with some businesses now paying as much as ₱30,000 or more per quarter, or up to 12 times higher than previous charges.
Moreno said the decision was difficult but unavoidable, stressing that without the adjustment, city funds would be drained by waste hauling costs alone. He emphasized that the city must prioritize funding for basic services such as health, education, and social programs.
The mayor appealed to Manileños and business owners for cooperation, reminding them that waste management is a shared responsibility. “Help me, garbage problem is a shared responsibility. Tulong-tulong tayo. Help me to make Manila great again,” Moreno said.
