Mayor Isko Moreno delivers ₱117.5-M subsidy to PLM; ₱223.75-M still unpaid from past administration

Manila Mayor Francisco “Isko” Moreno Domagoso personally handed over ₱117.5 million in subsidies to the Pamantasan ng Lungsod ng Maynila (PLM) on Friday, January 23, during an unannounced visit to the university.
The funds cover two previously unpaid subsidy periods from the previous administration and are part of the city government’s immediate efforts to stabilize PLM’s finances and prevent operational disruptions.
Despite the release, city finance records show that ₱223.75 million in subsidies from earlier periods remain unpaid.
Moreno assured PLM officials that the city will restore and increase the university’s funding, noting that PLM’s annual subsidy had reached ₱360 million during his first term before being significantly reduced.
The mayor said the city is prioritizing the settlement of outstanding obligations and has directed its finance team to examine long-term measures to strengthen PLM’s financial position, signaling possible further adjustments once payments are normalized.
