

Manila Mayor Francisco “Isko” Moreno Domagoso led on Tuesday, January 27, the groundbreaking of the Manila Disaster Risk Reduction and Management Office (DRRMO) Flood Monitoring Command Center along Blumentritt Road in Sta. Cruz, Manila, a key facility aimed at boosting the city’s flood preparedness and disaster response.
The four-story command center will serve as a hub for real-time flood monitoring, rapid coordination, and immediate disaster response, strengthening the city’s ability to manage annual flooding during typhoons and heavy rains.
Moreno said the facility will allow authorities to closely track floodwaters in rivers, creeks, and flood-prone areas across Manila through proper data management and monitoring. He stressed that accurate information and timely action could save lives and protect property, noting that flooding remains a yearly challenge for the capital.
“This facility may save lives with accurate data, timely action, and information—not just during challenging years, but every year, because every year we experience typhoons,” Moreno said.
Project details show the complex will house a flood monitoring and command center, control and server rooms, offices and training spaces for DRRMO personnel, a mortuary and coroner’s office, and three fully air-conditioned public viewing rooms. Support facilities such as a generator room and elevators are also included.
Moreno said the project forms part of the city government’s flood control solutions, enabling personnel to develop concrete action plans to reduce the impact of flooding. He emphasized that the initiative focuses on action rather than assigning blame amid ongoing flood control investigations.
The groundbreaking ceremony was attended by Vice Mayor Chi Atienza, MDRRMO Director Arnel Angeles, Manila North Cemetery Director Dandan Tan, city officials, District Three councilors, and barangay officials.
