The Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS RO) has ordered Maynilad Water Services, Inc. to pay more than P54 million in rebates to customers following prolonged and repeated water service interruptions affecting parts of Las Piñas, Muntinlupa, and Parañaque in Metro Manila, as well as Imus and Bacoor, Cavite.

In a statement released Monday, the MWSS Regulatory Office said Maynilad must provide bill rebates totaling P54,283,839.29 to 165,518 affected customers.

The agency said the penalty will be implemented through rebates equivalent to P327.96 per affected connection, which should be reflected in customers’ May 2026 billing.

According to the MWSS Regulatory Office, its investigation found that Maynilad failed to meet its obligation to deliver uninterrupted 24-hour water supply at a minimum pressure of seven pounds per square inch. The violations were observed in areas served by the Putatan and Poblacion water treatment plants.

“In March 2026, we monitored prolonged and recurrent water service interruptions in the southern portion of the West Concession area,” the regulator said, noting that the lapses affected tens of thousands of households.

The penalty, the MWSS added, is part of its mandate to ensure water concessionaires fulfill their service commitments and protect consumer welfare.

Maynilad, for its part, said it would comply with the directive. The company attributed the disruptions to “prolonged” and “challenging” variability in raw water quality from Laguna Lake during the Amihan season.

The firm added that the situation persisted longer than expected, prompting it to implement additional operational and network measures aimed at stabilizing supply and improving service reliability in affected areas.

"We will work closely with the MWSS Regulatory Office in the implementation of the rebate program for affected customers and in providing the necessary information through the scheduled public information drive," Maynilad added in its statement.
