President Ferdinand Marcos Jr. has directed all government agencies to participate in the 2026 National Day of Remembrance for road crash victims, survivors, and their families to promote road safety and protect human lives.
Under Memorandum Circular No. 139, signed on October 26, 2026, Marcos ordered all government agencies, including government-owned or -controlled corporations (GOCCs), to support programs and activities for the annual observance, DZRH's Leth Narciso reported.
The President also encouraged local government units (LGUs) and the private sector to take part in the initiative.
Republic Act No. 11468, or the National Day of Remembrance for Road Crash Victims, Survivors, and Their Families Act, designates the third Sunday of November each year as the National Day of Remembrance.
This year's observance will carry the theme “Remember. Reflect. Act. Save Lives.”
The annual commemoration also coincides with the World Day of Remembrance for Road Traffic Victims, established through Proclamation No. 2092, series of 2010, which also designates the third Sunday of November for the occasion.
Under the memorandum circular, the Department of Transportation (DOTr) will provide overall guidance and issue the necessary guidelines for the effective implementation of programs and activities for the 2026 observance.
Meanwhile, the Presidential Communications Office (PCO) was directed to promote public awareness of the activities, programs, and projects related to the commemoration.
The law aims to strengthen public protection against road hazards, honor those who lost their lives in road crashes, and recognize the suffering of survivors, affected families, and communities.
