Public trust in President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Duterte fell sharply in September 2025, according to the latest Social Weather Stations (SWS) survey commissioned by the Stratbase Group.
The nationwide poll, conducted from September 24 to 30, 2025, among 1,500 respondents, has a ±3% margin of error at the national level.
The results showed a decline in public confidence for both top officials as the administration grappled with a major corruption scandal involving flood-control projects.
President Marcos’ trust rating slipped to 43%, down five points from 48% in June, while 36% of respondents said they had “little trust” in him and 21% were undecided.
For Marcos, regional trends were mixed; trust improved slightly in the Visayas from 37% to 40%, but dropped in Metro Manila from 50% to 46% and Mindanao from 33% to 27%.

Vice President Duterte experienced a steeper fall, with her trust rating dropping eight points to 53% from 61% in June, her lowest score this year. Around 28% of respondents said they had “little trust” in her, while 18% were undecided.
Despite maintaining strong support in Mindanao from 89% to 82%, Duterte’s trust levels declined across all other major regions in Luzon from 49% to 40%, Visayas from 63% to 56%, and Metro Manila from 51% to 44%.

The survey results mark one of the most significant declines in trust for both top officials this year.
