President Ferdinand Marcos Jr. has appointed former Albay Representative Joey Salceda as secretary of the Presidential Legislative Liaison Office (PLLO), Palace Press Office Usec. Claire Castro confirmed on Tuesday.

"Confirmed," Castro said when asked about the appointment during a Palace press briefing on July 21.

Salceda returns to the Cabinet nearly two decades after serving as Presidential Chief of Staff in 2007 under the administration of then-President Gloria Macapagal Arroyo.

In a statement issued Tuesday, Salceda said President Marcos has tasked him with transforming the PLLO into a stronger policy institution.

"The mandate given to me is to reform and transform the PLLO into a genuine policy office of the President," Salceda said.

"This administration has been uniquely open to the best ideas from the people. I humbly invite the country's best minds, especially young people, to share with us your time, your talents, and your energies towards this undertaking," he added.

Following his resignation from the Arroyo Cabinet in 2007, Salceda successfully ran for governor of Albay, defeating incumbent Fernando V. Gonzalez. He later served as chair of the Bicol Regional Development Council for nine years.

Salceda also represented Albay in the House of Representatives and has chaired the influential House Committee on Ways and Means since 2019.

Before his appointment as PLLO secretary, the office was placed under the Office of the Executive Secretary and headed by an undersecretary, with two assistant secretaries assisting in its operations under Executive Order No. 90 issued by the Marcos administration.
