The Marcos administration is intensifying its efforts to address flooding and improper waste disposal, with Executive Secretary Ralph G. Recto calling for a nationwide culture of discipline and stronger cooperation between communities, local governments and national agencies.

During a meeting on August 20 with key government agencies and local government representatives, Recto said the administration is pursuing an “all-out” campaign against garbage and flooding through continued clearing, declogging and desilting operations, as well as strengthened solid waste management.

“Kailangan nating magkaroon ng malawakang pagpapalaganap ng kultura ng disiplina. Sabi nga natin dati, ang basurang itinapon mo nang hindi wasto, babalik din sa iyo,” Recto said.

Recto clarified that Metro Manila does not face a garbage shortage but rather a problem with improper waste disposal.

“Lumalabas sa aming pagpupulong na walang garbage crisis sa Metro Manila, pero may krisis sa hindi wastong pagtatapon ng basura,” he said.

He stressed that preventing waste from reaching waterways must begin at the community level, describing local communities as the “first line of defense” against flooding and garbage.

“Kapag ginawang basurahan ang kanal at mga kalye, nagiging expressway ng basura ang mga ilog pagbuhos ng malakas na ulan,” Recto said.

The government is continuing the Department of Public Works and Highways’ (DPWH) Oplan Kontra Baha, alongside efforts by the Metropolitan Manila Development Authority (MMDA) and local government units (LGUs). Measures include ensuring pumping stations remain operational, improving garbage collection logistics, expanding trash traps and strengthening waste disposal facilities.

Recto also urged Filipinos to practice proper waste segregation and disposal, noting that discipline in waste management should begin in their own communities.

“May disiplina naman tayo, sana’y lalong ipamalas pag nasa sariling bayan,” he said.

The government is also considering funding support for local solid waste management projects and expanding programs such as the Cleanest Barangay Program, Estero Rangers, Environmental Monitoring Officers, Adopt-an-Estero and Bayanihan sa Estero.
