

Manila City Mayor Francisco “Isko Moreno” Domagoso has ordered the release of ₱66,821,000 in clothing allowances for more than 9,000 city government employees and assured health workers that delayed January salaries will be paid within the week.
Speaking during the flag-raising ceremony at Manila City Hall on Monday, February 23, Moreno said 8,543 regular personnel will receive ₱7,000 each in cash for their 2026 clothing allowance. Instead of procuring uniforms, the city opted to distribute the benefit in cash to give employees flexibility in meeting household expenses.
The mayor also disclosed that 1,063 employees who were unable to receive clothing allowances from 2021 to 2025 will now be paid. Records showed that 10 employees missed the benefit in 2021, 62 in 2022, 131 in 2023, 181 in 2024, and 679 in 2025. The remaining payroll releases are scheduled from February 24 to 27.
Meanwhile, Moreno addressed concerns of Job Order (JO) and Contract of Service (COS) workers under the Manila Health Department and several city-run hospitals regarding delayed salaries covering January 1–31, 2026.
He clarified that the delay resulted from a shift in salary funding from the city’s General Fund to the Special Health Fund, a trust fund designated for health services. The adjustment required additional documentation and accounting processes, causing temporary delays.
Affected personnel include those assigned at Gat Andres Bonifacio Memorial Medical Center, Ospital ng Tondo, Justice Jose Abad Santos General Hospital, Ospital ng Sampaloc, Sta. Ana Hospital, Ospital ng Maynila Medical Center, and President Corazon C. Aquino General Hospital.
Moreno emphasized that the city’s fiscal adjustments since January aim to ensure stability in employee compensation while maintaining legal and accounting compliance. He assured affected workers that their salaries would be released within the week, stressing that the delay was purely administrative.
