

Manila City Mayor Francisco “Isko Moreno” Domagoso on Monday formally submitted to President Ferdinand R. Marcos Jr. the conceptual design and the ₱2.3-billion project proposal for the planned Intramuros Forest Park, which seeks to convert the existing Intramuros Golf Course into a public open green space.
Domagoso personally turned over the documents to Executive Secretary Ralph Recto in Malacañang, reiterating that the project is envisioned as part of the President’s Legacy Projects aimed at uplifting the quality of life of Manila residents. In his February 23 letter, the mayor described the submission as a follow-through to earlier discussions with the president.
The conceptual design was prepared with support from the Asian Development Bank (ADB) and engineering consultancy Arup, outlining a total estimated cost of ₱2.3 billion. The budget covers site development, landscaping, park facilities, riverfront improvements, and related infrastructure.
Among the project’s highlights is a Riverfront Promenade that will feature landscaped areas, picnic spaces, and waterfront amenities along the Pasig River. The plan also includes a Campus Garden with an outdoor theater, food kiosks, open lawns, and a children’s playground, as well as a Gateway Park and an Urban Park integrating sports facilities, parking areas, lookout decks, and a riverwalk.
Moreno said the proposed park aims to expand accessible public open spaces in the densely populated capital, promote environmental sustainability, and enhance climate resilience through increased green cover and river rehabilitation. The proposal is now under review by the Office of the President for consideration.
