

Mayor Francisco “Isko” Moreno Domagoso on Sunday ordered a price freeze on all basic commodities in the City of Manila in view of the potentially damaging effects of Super Typhoon Uwan.
“On November 9, 2025, upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and in view of the forecasted major impacts that will be brought about by Super Typhoon “Uwan,” a price freeze on basic commodities is hereby implemented,” the Office of the City Administrator said in a publicized document.
Under the Republic Act 7581 or the Price Act, the prices of necessities in areas forecasted to be affected by Uwan, like Metro Manila, will be maintained at their current prices. Otherwise, these products will be placed under automatic price control.
For a period of 60 days, goods “vital to the needs of consumers for their sustenance” will remain at their prevailing prices:

“Under the same law, price manipulations such as hoarding, profiteering, or offering basic and prime commodities at grossly excessive prices, as well as engaging in cartels to artificially increase prices, are strictly prohibited and considered illegal,” the document read.
As of 6:46 p.m., the NDRRMC has issued a Red Rainfall Warning for Metro Manila, signaling heavy downpours, flooding, and landslides.
