

A man filed a complaint with the National Police Commission (NAPOLCOM) on Monday, August 18, after being illegally arrested and falsely charged by Caloocan City Police.
According to a report by RH 5 Val Gonzales, the victim, Jason Dela Rosa, accompanied by Caloocan Bishop Cardinal Pablo Virgilio David, filed a complaint against five police officers for arbitrary detention, perjury, and incriminating an innocent person.
The incident occurred on July 22, when Dela Rosa reportedly shoplifted from a convenience store but immediately returned the item.
Despite no formal complaint being filed against him by the convenience store, Dela Rosa was detained in Caloocan City Police Station from July 22, and only freed on July 25.
The initial investigations reported that he was allegedly coerced into admitting involvement in an illegal gambling activity, cara y cruz.
NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan confirmed that, based on CCTV footage collected during the investigation, the police officers clearly committed violations.
Moreover, it may be recalled that Dela Rosa’s 20-year-old son died from leptospirosis after wading through floodwaters in search of him, unaware that he had been detained for three days.
