The Regional Trial Court (RTC) of Malolos City, Bulacan issued a warrant of arrest against contractor Pacifico “Curlee” Discaya and several co-accused over multiple counts of malversation of public funds and falsification of public documents tied to alleged irregularities in government flood control projects.

The arrest warrant, signed by Presiding Judge Mirasol Dychingco of RTC Branch 20, also includes Cezarah Rowena "Sarah" Discaya, Roma Angeline Rimando, former Department of Public Works and Highways (DPWH) engineers Brice Hernandez and Jaypee Mendoza, and several other individuals allegedly involved in the controversial projects.

According to investigators, the charges stemmed from the alleged use of falsified documents to facilitate the release of government funds for flood control projects in Bulacan that were reportedly unfinished or substandard despite costing millions of pesos from public funds.

The Office of the Ombudsman filed the case after discovering that payments amounting to P53.9 million for a flood control project in Calumpit, Bulacan were allegedly released despite questionable documentation and the absence of proper disbursement approval. Investigators also found alleged irregularities in payments made to St. Timothy Construction Corporation for dredging and embankment works.

The court emphasized that the malversation charges are non-bailable, meaning the accused, who are not yet detained, will remain in government custody once arrested.

Discaya is currently detained at the Senate after being cited in contempt during a Senate Blue Ribbon Committee hearing. Authorities are expected to first serve the warrant there before transferring him to court custody.

Meanwhile, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla confirmed that the arrest of Curlee Discaya will be carried out on Monday, June 8.

According to Remulla, the implementation of the warrant was temporarily postponed because courts were closed, following advice from Senate President Pro Tempore Sherwin "Win" Gatchalian.

Upon arrest, Discaya is expected to undergo standard booking procedures at the Philippine National Police (PNP) headquarters, including medical examination, fingerprinting, and mugshot documentation, before being formally turned over to the court for the return-of-warrant proceedings.
