

Malacañang has ordered the dismissal of National Commission of Senior Citizens (NCSC) Commissioner Reymar Mansilungan after being held liable for multiple administrative offenses.
Included in the list of offenses filed are serious dishonesty, gross neglect of duty, grave misconduct, gross insubordination, and conduct prejudicial to the best interest of the service.
Based on the 16-page Executive Order signed by Executive Secretary Lucas Bersamin, Mansilungan was found to have committed serious dishonesty by misrepresenting his educational qualifications in his bid for the position of NCSC Commissioner.
The Executive Order pointed out that Mansilungan indicated in his resume that he had earned a degree in Mass Communication (Journalism) from the University of the Philippines.
However, it was later discovered that Mansilungan neither graduated from nor attended the University of the Philippines, based on a certification issued by the UP Office of the University Registrar confirming that there is no record of his enrollment in the institution.
Beyond the misrepresentation of his academic background, Mansilungan allegedly misused NCSC resources for travels and engagements in South Luzon, the Visayas, and Mindanao, which were outside his assigned jurisdiction.
He was appointed as NCSC Commissioner for North Luzon, with jurisdiction limited to Regions I, II, III, and the Cordillera Administrative Region (CAR).
Ultimately, Mansilungan was also accused of granting bonuses to ineligible personnel under a contract of service, and of refusing to appoint an executive director nominated by the Executive Secretary.
