

Mayor Benjamin Magalong clarified that there is no ban on taking photos at the iconic Lion’s Head along Kennon Road.
The clarification came after some media outlets and netizens criticized tarpaulins put up by authorities, which were widely interpreted as discouraging tourists from taking pictures at the site. In a social media post shared Tuesday by the Baguio City Public Information Office, Magalong explained that the city government does not prohibit photograph-taking at the popular landmark. Magalong stressed that the intent was to address traffic buildup caused by motorists stopping along the busy thoroughfare. “Hindi naman totally bina-ban ang picture-taking. Ang pinaka-critical na consideration is the traffic condition,” the mayor said. He further emphasized that vehicles are not allowed to stop along the road—particularly directly in front of the Lion’s Head—during heavy traffic to prevent congestion. Magalong assured the public that tourists can still enjoy the landmark and take photos, provided they follow traffic rules and prioritize road safety. Under lighter traffic conditions, visitors may stop at designated parking spaces along the roadside, where they can safely disembark and take pictures. Baguio City Police Office Director Col. Ruel Tagel said authorities have been strictly implementing a “No Stopping at Anytime” policy directly in front of the Lion’s Head. He added that vehicles may instead park along designated sides of the road. Tagel also clarified that a tarp cover installed to improve visibility of the no-stopping zone had been misinterpreted by many as a sign banning photo-taking. He said he has since ordered its immediate removal to avoid further confusion. City officials reiterated that while the landmark remains open to visitors, maintaining smooth traffic flow and ensuring public safety remain top priorities.
