

Ramil Madriaga, who claims to be a former aide of Vice President Sara Duterte, said on Tuesday that he felt “betrayed” after she allegedly failed to intervene in a kidnapping case filed against him by former presidential spokesperson Harry Roque.
In a supplemental affidavit presented during the ongoing impeachment hearing at the House Committee on Justice on April 14, Madriaga said he had supported Duterte extensively, even taking personal risks, but did not receive assistance when legal troubles arose. “I felt betrayed that despite all my efforts to support Sara—to the extent of even committing high-risk acts for her and her family—she did not lift a finger to stop Atty. Roque, who is her known ally and supporter, from filing the unfounded kidnapping case against me,” Madriaga said. Madriaga also recounted an encounter with Duterte while he was detained at Camp Bagong Diwa in Taguig City in 2025. According to him, a jail warden summoned him to an office where he saw the vice president, who allegedly smiled and waved at him. He further claimed he later spoke to Duterte over the phone, during which she asked about his condition inside the detention facility and apologized for not being able to assist in his case. "When I entered the office of Jail Warden Sabiniano, he asked me if I know Atty. Joyce. I replied, 'Joyce dapat?' and Jail Warden Sabiniano handed me a phone. When I said 'Hello', I recognized the voice of Sara and she asked me about my well-being and conditions inside the detention facility," he said. “[VP Sara] was also apologetic for failing to do something or assist me in my ongoing criminal case,” he said. Madriaga directly linked Roque to the criminal complaint he is facing, alleging that the case was filed in retaliation for his efforts to expose supposed land-grabbing activities in Mariveles, Bataan. Madriaga claimed he had been assisting farmers who were expecting land ownership awards from the Department of Agrarian Reform (DAR). “Frankly, I felt bad and disappointed given that Atty. Harry Roque filed the case against me in retaliation after I tried to expose his land-grabbing activities in Mariveles, Bataan, together with his POGO partners,” he said. He further alleged that the disputed land was intended to be converted into a Philippine Offshore Gaming Operators (POGO) hub, purportedly involving Roque and his business partners. Madriaga also named corporate entities and individuals allegedly tied to the land transactions and POGO operations. Roque has not publicly responded to the allegations as of posting time. During the hearing, Madriaga expressed willingness to sign a bank waiver to allow scrutiny of his financial records. He claimed that large sums of money passed through accounts opened in his name, allegedly linked to associates of former president Rodrigo Duterte. The recommendation for a bank waiver was raised by Bicol Saro Party-list Representative Terry Ridon, who noted the significance of the financial transactions mentioned in Madriaga’s affidavit. The impeachment proceedings against Vice President Duterte remain ongoing, with lawmakers expected to further examine the allegations and supporting evidence in the coming hearings.
