LTO suspends SUV driver’s license for 90 days over traffic enforcer incident

The Land Transportation Office (LTO) has issued a Show Cause Order (SCO) against the registered owner and designated driver of a sport utility vehicle (SUV) involved in an incident with a traffic enforcer from the Manila Traffic and Parking Bureau (MTPB) along España Boulevard corner Lacson Street in Manila.

The action was ordered by LTO Chief Assistant Secretary Markus V. Lacanilao following the circulation of a video showing the incident. The footage allegedly showed the traffic enforcer, riding a motorcycle, repeatedly attempting to stop the SUV over an alleged traffic violation by positioning himself in front of the vehicle.

Despite these efforts, the driver allegedly continued moving the vehicle and repeatedly applied the brakes while the enforcer remained in front, resulting in a heated confrontation.

Following an initial investigation, the LTO directed the registered owner and the designated driver to appear before its Intelligence and Investigation Division (IID) and submit sworn explanations.

The agency will determine why the driver should not be held liable for reckless driving and why the driver's license should not be suspended or revoked on the ground of being an improper person to operate a motor vehicle. The LTO also said additional violations may be identified as the investigation progresses.

As part of the administrative proceedings, the LTO ordered the driver to immediately surrender his driver's license, which has been placed under a 90-day preventive suspension. The SUV involved has also been placed under alarm status pending the outcome of the investigation.

The agency likewise issued a separate invitation to the traffic enforcer involved, requiring him to appear before the IID and provide his account of the incident as part of the ongoing inquiry.

The LTO said it remains committed to enforcing traffic laws and ensuring accountability for any acts that endanger public safety. It also urged both motorists and traffic enforcers to exercise discipline, professionalism, and respect for traffic regulations to prevent dangerous incidents on the road.
