The Land Transportation Office (LTO) has ordered the preventive suspension of two of its enforcers after they were allegedly caught transferring gasoline into a vehicle inside an impounding area, an incident that drew public criticism after images circulated on social media.

In a statement on Monday, May 18, the LTO said a photo that went viral online showed two enforcers appearing to transfer fuel from a container into a white Mitsubishi Adventure within the agency’s impounding facility.

The incident prompted allegations from the public that the act may have been unlawful, particularly as it occurred within government premises.

Following the incident, the LTO, through its Intelligence and Investigation Division, issued a show cause order against the two enforcers, both assigned to the agency’s Law Enforcement Service at the central office, directing them to explain their actions.

The agency said initial findings have yet to determine the exact purpose of the fuel transfer, including whether it was done for personal or financial gain.

However, it warned that if proven unauthorized, the act could constitute misuse of government resources for personal benefit and may violate Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, aside from possible administrative sanctions under Civil Service rules.

LTO chief Assistant Secretary Markus V. Lacanilao said there is no place in the agency for irregularities, abuse, or misuse of government resources for personal interests. He added that offices have been directed to ensure that all allegations are investigated fairly and in accordance with the law.

Lacanilao also emphasized that the LTO continues to push for integrity, discipline, and accountability among its personnel as part of ongoing efforts to cleanse the agency.

The LTO urged the public to remain vigilant and report any suspicious activities, stressing that citizen cooperation is essential in maintaining trust in government services.
