

The Land Transportation Office (LTO) has issued Show Cause Orders and placed under suspension 12 accredited driving schools in the National Capital Region (NCR) for alleged irregularities in issuing Practical Driving Course (PDC) Certificates of Completion.
Preliminary investigations by the LTO’s Central Accreditation Committee on Driving Schools and Medical Clinics (CAC-DSMC) indicate that the schools allegedly gave certificates to students who did not complete the required eight-hour practical driving instruction, violating LTO Memorandum Circular No. VDM-2023-2460. The violations reportedly involve fraud, misrepresentation, and misuse of accreditation, with instructors implicated in the irregularities.
The schools and their instructors have five calendar days to submit written explanations and supporting documents. Failure to comply will be considered a waiver of their right to be heard, and the Committee will proceed with the case based on available records.
During the investigation, the 12 schools and their instructors are preventively suspended for up to 30 days, barred from conducting driver education activities, and prohibited from accessing the Land Transportation Management System (LTMS) for processing or issuing certificates until a final decision is made, unless the Committee lifts or modifies the suspension.
