The Land Transportation Office (LTO) has issued a show cause order (SCO) against the MMDA officer who was caught in a viral video counterflowing along the EDSA Bus Lane and blocking the path of a bus.

In the viral video, the rider, who was identified as a traffic enforcer, as Traffic Aide 1 (TA1) Jeffrey Tablan, was seen counterflowing on the EDSA Bus Lane before stopping in front of a bus. The MMDA also said claims that the rider appeared intoxicated would also be subject to verification.

The LTO ordered the registered vehicle owner and the designated rider to appear before the agency’s Intelligence and Investigation Division (IID) at its central office in Quezon City and submit sworn statements explaining why they should not be held liable.

The rider was directed to explain why he should not face charges for driving against traffic and obstruction of traffic. He was also asked to justify why his driver’s license should not be suspended or revoked for being an improper person to operate a motor vehicle.

The LTO said the rider’s driver’s license has been suspended for 90 days, while the motorcycle has been placed under alarm.

Meanwhile, the Metropolitan Manila Development Authority (MMDA) said it will conduct its own investigation into the incident and may impose administrative sanctions against the traffic enforcer involved.

The traffice enforcer could face disciplinary action and a P5,000 fine for the violation, according to MMDA.

Meanwhile, MMDA Chairman Atty. Don Artes emphasized that the agency does not tolerate any misconduct among its personnel.

Artes said the agency will hold accountable any employee found to have violated traffic rules or committed improper conduct.
