

The Land Transportation Office (LTO) has imposed a 90-day preventive suspension on the driver involved in a viral road rage incident in Baguio City after a video surfaced showing a Toyota Fortuner driver acting aggressively and allegedly attempting to draw a firearm during a confrontation near the Igorot Stone Kingdom in Pinsao Proper.
According to the official show cause order (SCO) issued by the LTO, the incident came to light following a viral Facebook video that captured the Fortuner driver displaying hostile behavior toward a parking attendant, provoking him and appearing to reach for a weapon inside the vehicle.
The agency said such behavior poses a serious threat to public safety and violates the standards of responsible driving.
The SCO directs both the registered owner and the driver of the Toyota Fortuner to personally appear before the LTO Intelligence and Investigation Division (IID) at the LETAS Building, East Avenue, Quezon City, on January 8, 2026, at 3:00 p.m.
The agency also required the driver to submit a verified or sworn explanation explaining why he should not be held administratively liable and declared an “Improper Person to Operate a Motor Vehicle.”
The LTO cited possible violations of Section 27(a) of Republic Act 4136, as amended by Batas Pambansa Blg. 398, in relation to Section 25 of RA 4136, which covers reckless driving and conduct endangering public safety.
Pending the outcome of the investigation, the LTO placed the Toyota Fortuner under "alarm status," effectively preventing any registration or ownership transactions involving the vehicle.
The SCO also warned that failure to appear at the scheduled hearing or failure to submit a sworn explanation would be considered a waiver of the right to be heard, allowing the agency to resolve the case based solely on available records.
Head of the LTO, Assistant Secretary Markus V. Lacanilao, stressed that the incident serves as a reminder for motorists to remain calm and disciplined on the road.
“Ang lansangan ay isang pampublikong lugar na dapat panatilihin ang kaligtasan ng bawat isa—hindi ito lugar para sa galit o pagiging agresibo,” Lacanilao said.
“Ang lisensya sa pagmamaneho ay isang pribilehiyo at hindi isang karapatan. Sinuman na mapatunayang hindi kayang magmaneho nang may disiplina, paggalang, at pananagutan ay maaaring mawalan ng pribilehiyong ito anumang oras. Determinado ang LTO na panatilihin ang kaayusan at kaligtasan sa ating mga kalsada,” he added.
