

The Land Transportation Office (LTO) has reassigned key officials in its National Capital Region (NCR) office following questions surrounding the registration of luxury vehicles owned by the Discaya couple.
In an official order dated November 20, 2025, Assistant Secretary Markus V. Lacanilao was designated as Acting Regional Director of LTO-NCR, while Regional Director Roque I. Verzosa III and Assistant Regional Director Atty. Dennis P. Barrion were reassigned to the Office of the Assistant Secretary.
The reassignment comes amid ongoing audits and investigations into the registration of high-end vehicles, including Bugatti models, linked to the Discaya family. Assistant Secretary Lacanilao will assume the responsibilities and functions of the NCR regional director, retaining all associated benefits and allowances, except for the basic salary.
Directors Verzosa III and Barrion are instructed to report to Lacanilao for further instructions, while all LTO offices are directed to update their records to reflect the new designations.
“All other orders and issuances inconsistent herewith are deemed amended, revoked, or superseded accordingly,” the order stated.
