

The Land Transportation Office (LTO) has issued a show cause order (SCO) to the registered owner of a Toyota Prado whose driver was caught in a viral road rage video.
The video, which circulated online, showed the motorist cutting into a lane and flashing an offensive hand gesture at another driver.
LTO Chief Assistant Secretary Vigor D. Mendoza II said the vehicle was traced through its license plate to a registered owner residing in Makati City.
“The hearing will be the opportunity for us in the LTO to determine if the owner was driving the car at the time of the incident. If not, we want to identify this driver for proper action,” Mendoza said.
The hearing is set for August 28 at the LTO Central Office in Quezon City. If proven to be the driver, the motorist faces a 90-day preventive suspension of his license for reckless driving and being considered an “improper person to operate a motor vehicle.”
The SCO, signed by LTO-Intelligence and Investigation Division (IID) chief Renante Melitante, also placed the vehicle under “alarm” status to block all transactions during the investigation.
“Failure to appear and submit a written comment/explanation as required shall be construed by this office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” the order stated.
