Drivers who committed even one traffic violation will not be entitled to the 10-year license at renewal, Land Transportation Office (LTO) Assistant Sec. Edgar Galvante said Tuesday.

"Kung meron siyang traffic violations, kahit isa lang, hindi na siya pasok. Itong 10 years ginagawa kumbagang incentive dun sa mga talagang tumutupad ng batas trapiko," Galvante said in an interview with dzRH's Damdaming Bayan.

[If someone has traffic violations, even just one, they will not be entitled. This 10-year license serves as an incentive for those who are obeying the traffic law.]

Galvante said the new directive is based on the provisions in Republic Act (RA) 10930, authored by Sen. Grace Poe which extends the validity of driver’s licenses from 5 years to 10 years for those with no traffic violations.

However, regardless of whether they can apply for a 10-year license or not — drivers are required to take a Comprehensive Driver’s Education (CDE) seminar before renewal.

The drivers can avail themselves of the new license policy upon completion of the requirement.

Galvante said it will be implemented first in other municipalities in Metro Manila starting November 3, while the implementation in areas outside the NCR will be announced at a later date.

In the same interview, the DOTr Asec. also clarified that the issuance of plate numbers for vehicles released in July 2016 was already delivered. He also advised customers to inquire with their dealers.
