

The Land Transportation Office (Land Transportation Office) has ordered the removal from service of personnel found to be involved in illegal “fixing” activities, following a series of anti-fixing operations targeting corruption within its offices.
In a statement released on Thursday, April 16, LTO Chief Assistant Secretary Markus V. Lacanilao said employees proven to be engaged in fixing will face administrative and criminal charges, and will be dismissed from government service.
He emphasized that there is no tolerance for fixers within the agency, adding that violators will be dealt with under the full extent of the law.
“Walang puwang ang fixer sa LTO," Lacanilao said in a statement.
“Sinumang empleyado na mapapatunayang sangkot ay mahaharap sa kaukulang administrative at criminal charges at maaaring matanggal sa serbisyo. Fixers will be dealt with to the full extent of the law,” he added.
The statement comes after several individuals were apprehended in separate operations.
On April 10, four individuals were arrested for alleged involvement in fixing activities during an anti-fixing operation conducted at the LTO-NCR Office.
The suspects were issued citation tickets for violating Quezon City Ordinance No. SP-1656, Series of 2005, which prohibits fixers within the vicinity of government offices.
Earlier, on April 8, six individuals were also apprehended in a joint anti-fixing operation involving the LTO, the DPOS, and the Philippine Coast Guard.
The LTO said it continues to strengthen enforcement efforts against illegal fixing activities as part of its broader campaign to improve integrity and efficiency in government service delivery.
The initiative aligns with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, as well as the agency’s 7-Point Priority Framework under Lacanilao’s leadership.
The agency reiterated its warning to the public to avoid dealing with fixers and to follow proper government procedures for transactions.
“Pinapaalalahanan ang publiko: huwag makipagtransaksyon sa mga fixer. Dumaan sa tamang proseso,” the statement read.
