The Land Transportation Franchising and Regulatory Board (LTFRB) issued show cause orders (SCOs) against six bus operators after reports that they failed to implement mandated fare discounts under the government’s service contracting program.

In a press statement released on Monday, May 4, the agency said the action follows the directive of President Ferdinand "Bongbong" Marcos Jr. to strengthen commuter protection in coordination with the Department of Transportation (DOTr), led by Secretary Giovanni “Banoy” Lopez.

LTFRB Chairman Atty. Vigor D. Mendoza II said the operators were repeatedly reported for not honoring the required fare reductions. Under the program, passengers are entitled to a 20% fare discount, while senior citizens, persons with disabilities (PWDs), and students are entitled to a 40% discount.

“This would be an opportunity for them to explain, and on the part of the LTFRB, this would be an opportunity to send a strong message on accountability for not following the fare discount rules under the service contracting program,” Mendoza said.

The SCOs require the operators to submit written explanations and bring involved drivers and conductors to a scheduled hearing on May 18. The LTFRB warned that failure to attend the hearing may result in penalties, including possible suspension or cancellation of participation in the program.

Each operator has been provided with complaint details and supporting evidence regarding the alleged violations.

The LTFRB emphasized that compliance with fare discount regulations is mandatory for all participating operators, stressing that the government is closely monitoring implementation to ensure public transport accountability and commuter welfare.
