The Land Transportation Franchising and Regulatory Board (LTFRB) has asked the Commission on Elections (COMELEC) to exempt several public transportation programs from the election-period ban on fund disbursements.

In a letter dated September 15, Acting LTFRB Chairman Atty. Greg G. Pua Jr. said the programs are continuing government initiatives and are not election-related or partisan activities.

The request covers the Service Contracting Program, including the EDSA Busway Extension and Love Bus “Libreng Sakay” program, the Fuel Subsidy Program, and continuing activities under the Public Transport Modernization Program (PTMP).

Under the Fuel Subsidy Program, assistance includes a one-time subsidy and a ₱12-per-liter fuel discount. Meanwhile, LTFRB said it is facilitating up to three months of assistance for modern public transport operators amid rising petroleum prices.

Pua said any interruption during the election period may affect commuters, drivers, and public transport operators and disrupt essential public transportation services.

LTFRB said implementation of the programs would remain subject to eligibility, documentation, validation, accounting and auditing requirements, with no participation or involvement of candidates or political parties.
