

The Land Transportation Franchising and Regulatory Board–National Capital Region (LTFRB-NCR) has issued an additional 23 Show Cause Orders (SCOs) to public utility vehicle (PUV) operators and terminal operators found violating franchise terms and conditions during recent inspections. This brings the total number of SCOs issued to 50 as of February 13, 2026.
The move follows intensified roadside and terminal inspections across Metro Manila, in line with the directive of President Ferdinand "Bongbong" R. Marcos Jr., through the guidance of Department of Transportation (DOTr) Secretary Atty. Giovanni Z. Lopez, and under the leadership of LTFRB Chairman Atty. Vigor D. Mendoza II.
Authorities cited violations such as the absence of sufficient and existing garages, non-compliant or unauthorized terminals, and failure to ensure the roadworthiness of PUV units, requirements mandated under existing franchise rules. These standards are designed to promote commuter safety, ease traffic congestion, and professionalize public transport operations.
LTFRB-NCR Regional Director Atty. Zona Russet M. Tamayo reiterated the agency’s commitment to strict enforcement, urging operators to comply with all policy issuances and franchise conditions. She also warned that random inspections will continue in various parts of Metro Manila in the coming days.
Operators who fail to respond to the SCOs or rectify violations may face penalties, including fines, suspension, or revocation of their franchises.
