

The Land Transportation Franchising and Regulatory Board (LTFRB) announced that its service contracting program for public utility vehicles (PUVs) will officially begin on April 15, ensuring smoother and uninterrupted transportation for commuters in Metro Manila and major urban centers.
LTFRB Chairperson Atty. Vigor D. Mendoza II said the initiative is part of the national government’s broader efforts to support both commuters and the public transport sector amid the ongoing effects of Middle East tensions.
“The areas of operations for service contracting were determined based on commuter traffic volume and connectivity to mass transport systems,” Mendoza explained.
In Metro Manila, the program will cover the EDSA Bus Carousel and select modern and traditional jeepney routes connecting LRT and MRT stations and other major transport hubs. These routes were prioritized to improve mobility, reduce congestion, and serve high-demand corridors.
Beyond the capital, cities like Davao and Cagayan de Oro will also implement the program on selected routes, maximizing service continuity and passenger reach while optimizing limited funding.
DOTr Secretary Giovanni “Banoy” Z. Lopez emphasized that the program is funded under the 2026 General Appropriations Act (GAA), with immediate implementation to address rising transport challenges.
The service contracting program complements other government measures, including fuel subsidies and reduced toll fees for PUVs, aimed at cushioning commuters and the public transport sector from the economic impacts of global conflicts.
“Your government is committed to providing all necessary support to ensure the mobility and welfare of Filipino commuters,” Mendoza concluded.
